While policymakers, corporations and other institutions of power have a responsibility to act, solving climate change will require society as a whole to come together. **We, the citizens, can be part of that solution**, and drive the change towards a clean, sustainable future.

Comprehensive Mapping of Individual Behaviour to Anthropogenic GHG Emissions

This report, “Comprehensive mapping of individual behaviour to anthropogenic Greenhouse Gas Emissions”, provides a re-assessment of the database of a survey created in the [ECHOES ](https://echoes-project.eu)project. This assessment is extended for the partner countries that are not included in the ECHOES database (Peru, South Africa, and Azerbaijan) through data obtained from similar national studies or reports. The ECHOES survey and similar existing data for partner countries/cities that the ECHOES survey does not cover provide valuable information concerning the lifestyles, lifestyle choices, and behaviours of citizens in the partner countries and respective Lighthouse Cities.  Analysis of the findings from the ECHOES survey and similar existing data, as well as the analysis of the relevant literature provides significant results and pointers to the relationship between the characteristics and living conditions of citizens and their carbon emitting behaviours. 

Within the context of Climate Campaigners, these results are utilized in order to derive and implement targeted and impactful policies as well as for identifying the possible co-benefits of climate-friendly lifestyle choices and behaviours. Through these results, the potential adverse effects of unintended consequences regarding such choices and behaviours for vulnerable groups can be identified and avoided.  This report provides the country level and city level analysis, a country level comparison of results, a city level comparison of results, and the comparison of country-level and city-level results. The city and country level analysis also include interim conclusions and policy suggestions for the particular countries and cities.  

Through the demands of individuals as customers, and processes that are employed in order to fulfil this demand, individuals’ behaviours and choices directly and indirectly affect carbon emissions. One significant goal of climate change mitigation policies is to influence individuals’ decisions and behaviours in a way to adopt climate-friendly lifestyles and decrease carbon emissions.  Due to its carbon intensity, the current model of global economic growth is not sustainable. Hence, countries need to design their growth strategies and policies through low-carbon action plans. However, it is not straightforward to fulfil this endeavour through the use of technological development, safeguarding sufficient funds, or constructing the necessary infrastructure. The success of climate policies is highly dependent on citizens, and a comprehensive understanding of the carbon-emitting behaviours of individuals, their awareness, and pathways to adopt climate-friendly lifestyles.

Scope of actions to reduce GHG intensity of daily life in Lighthouse Cities

This deliverable report provides a comprehensive analysis of GHG habits in the Lighthouse Cities through the use of two main tools: (1) State-of-the-art literature review on the perspectives, methods, and concepts relevant to climate lifestyles and behaviour change, and (2) Expert Survey that captures the lifestyle-related environmental opportunities and feasible policy actions debated in the Lighthouse Cities.  

Three overarching insights are identified as provisional conclusion:  
- Many factors, dynamics, and parameters can influence and support more environmentally friendly lifestyles and behaviours. However, these are often context and sector-specific and require an understanding of systems of provision, political economies and ecologies, and urban lifestyles, and the variated and uneven experiences of residents within cities.  

- Reviewed literature is diverse, but primarily centred on survey-based research focused on individual behaviours and techno centric approaches. Further research could focus on broadening the reviewed methods, geographic contexts, and disciplines involved.
  
- Lifestyles are not simply a matter of individual choice, but must be understood and addressed across multiple scales (e.g., individual, household, community, city, region), sectors (e.g. transport, energy, waste, food, housing, and water, amongst other), and spheres of influence (e.g. psychological, cultural, political, social, material, economic). 
 
The analysis demonstrates that results of the Climate Campaigners Expert Survey and the literature review are highly consistent. Both analyses found that significant factors affecting lifestyle choices are awareness, sustainable mobility and energy efficiency. Hence, policy formulations in these areas can be utilized as levers to induce behaviour change and adoption of climate-friendly lifestyles.

Climate crisis - the challenge of our time.

**“The climate crisis has already been solved. We already have all the facts and solutions. **All we have to do is to wake up and change.**” - Greta Thunberg**

**Climate change is upon us**. After decades of dragging our feet in the face of this threat, with constantly rising emissions as a result, we are now in the decade where emissions instead must start decreasing.

Luckily, the awareness about the need for a *swift and just transformation* is steadily growing. Following the Paris Agreement in 2015, the stage is set for all countries of the world to move forward together. And that project requires **all hands on deck**. 

In the European Union, the ambition to become climate neutral by 2050 and reach at least 55% emission cuts by 2030 requires a fundamental and rapid change in the way we live. It requires citizens to take responsibility and make fundamental changes in policies and economies as well. Pathways to reach this goal must be fair, effective, inclusive and fully backed by citizens from all walks of life.

Lighthouse Cities

**Here is where Climate Campaigners comes in**. This project aims to be the mechanism for citizen-driven change in a way that is fully immersed in behavioural research and integrated with local, national and EU level policy goals.

The two higher-order objectives of Climate Campaigners are: 1. providing the best possible and highly impactful scientific support to designing mitigation pathways and policies and 2. creating immediate engagement of citizens in climate actions and supporting them in adopting a more climate-friendly lifestyle.

Our definition of lifestyles shapes the research agenda: *a series of choices and the habits of a person regarding how to live and behave, according to the individual’s intentions and values, available opportunities, social and structural context, and perceived incentives*. Hence, the project follows a holistic view on lifestyles, from daily routines to long-term investments and one-time choices (e.g. pension funds, electric vehicles). This definition limits a climate-friendly lifestyle *not only to the things we do and consume*, but includes the support (or at least acceptance) of policies with potentially negative impact on someone’s own comfort level, financial matters, freedom of choice, etc. 

In short: citizens working together have the power to drive the change we need to see. A credible solution to the climate crisis must harness that power. With the Climate Campaigners project, we aim to contribute to that solution.

What do we do with our time and resources? Our lifestyle choices and consumption patterns impact most aspects of society and economy. As consumers, we constitute the demand-side of the economy and dictate the conditions for the market, and as citizens, we shape our common norms and cultures as well as our democratic institutions. This fact is reflected in the diverse range of relevant policy areas, some that are in specific focus within the Climate Campaigners project.

alone, the sector represents 27% of the total emissions, and 
steadily growing.

The goal of the Climate Campaigners app in the mobility 
category is to calculate the annual carbon footprint (GHG 
emissions as kgCO2eq) for app users’ annual personal mobility, 
including direct GHG emissions and emissions from fuel and 
energy production for selected mobility modes.

Life cycle–related GHG emissions for different mobility modes 
can typically be linked to direct emissions from fuel combustion, 
emissions from fuel or energy production, vehicle manufacturing, 
vehicle end-of-life processing, and infrastructure building. 
The majority of GHG emissions from mobility are, however, caused 
directly by burning fossil fuels (petrol and diesel) in internal 
combustion engines.

The solutions for sustainable mobility are out there, though - and 
the demands and creativity of ordinary citizens will lead the way.

Globally, buildings and construction account for 29% of energy-related GHG emissions 
which, in turn, account for approximately two-thirds of all global GHG emissions. 
The energy consumption of buildings account for approximately 75–80% of the life cycle 
GHG emissions whereas the rest are embodied emissions deriving from, for example, 
construction, maintenance, and the end-of-life stages.

The goal of the CAMPAIGNers app in the housing category is to calculate the annual carbon 
footprint (GHG emissions as kgCO2eq) for app users’ housing, including direct and indirect 
GHG emissions from heating and electricity production and embodied emissions from 
construction, maintenance, and the end-of-life stages.

It’s hard to underrate the importance of improving the way we 
produce and consume food, at a collective scale, including 
concrete shifts like the one to a more plant-based diet. The great 
thing is that in a sustainable food system, not only are there 
huge wins from a climate and environmental perspective - 
health-related, ethical and financial benefits are also there to enjoy.

Globally, GHG emissions related to food systems represented 
34% of total GHG emissions in 2015. The majority of these 
emissions, 71%, were from agriculture and associated land-use 
and land-use change activities. The remaining emissions were 
from supply chain activities such as transport, consumption, 
packaging, industrial processes, and fuel production. 
Approximately 57% of nutrition-related GHG emissions are from 
animal-based food production.

In our project, citizens are encouraged and supported to explore 
ways to a more climate-friendly food consumption. It’s worth noting 
that in the app, for calculating an exact carbon footprint related 
to nutrition, multiple questions would need to be answered by 
users, such as which type and how many different proteins they 
eat. For some users, that might be difficult. Therefore, no product-
specific questions regarding diet are asked. Instead, the average 
values of different diets at national levels are used, and users 
are only asked general questions about their diet and the amount 
of food they consume.

We live in a social and economic system where continuous 
consumption of various products is expected, even those 
who are far from being directly related to our survival. As with 
previous specific categories, consumption in general should 
take place within the planetary boundaries - and there are 
many ways we can move closer to such a state.

In the Climate Campaigners project, sectors of the economy 
that are included here are for example clothing/textiles, 
manufactured products, leisure and services, as well as emissions 
from waste management. The users of the app are asked if 
they buy clothes and products or consume services more than 
or less than an average citizen in their country. If their 
consumption is less than the average, their carbon footprint 
from that category is reduced by 50%. If the user consumes 
more, the carbon footprint is increased by 50%. A concrete 
example: needless to say, buying secondhand clothes and other 
products causes fewer GHG emissions than buying new ones 
for clothes, on average 63.5% life cycle energy savings. 
This would mean that a user’s calculated emissions in the app 
would be reduced by those 63.5%.

Report on Target Lifestyles

This report of the Climate Campaigners project aims to describe carbon-neutral lifestyle targets for citizens and identify changes in house- hold consumption patterns to low-carbon alternatives, such as transport model shifts, home energy reduction and dietary shifts that present the most significant mitigation potential. The report serves as critical input to the design and development of the Lifestyle Challenges, the ones that citizens of our goal-setting networks take on in the app.

The first part of this report briefly analyses the electricity mix of the different countries involved in the project, a key element to effectively identify behavioural changes that need to be targeted as priorities, and the alternatives to the current lifestyle that should be encouraged.

The second part reviews the main options for lifestyle changes in the transport, food, housing and other consumer sectors, assessing the impact of these changes on the carbon footprint of households. The purpose of such analyses is to identify the targeted lifestyle changes that are the most impactful, also considering the potential co-benefits.

Studies assessing the household footprint mitigation potential of specific lifestyle changes show that car and plane mobility, meat and dairy consumption, and heating are the most dominant components of EU household footprints, with, however, significant differences across regions (depending on the local electricity mix and the type of climate) and socio-economic categories. As a result, Lifestyle Challenges should primarily target lifestyle changes that promote large-scale reductions in motorised transport, shifts towards plant-based diets, and energy-efficient housing while taking into account carbon inequality in the EU and across regions and social groups.

A citizen-centred and climate-supportive utilisation of the COVID-19 Recovery Fund

Future historians may well conclude that this 3rd millennium began somewhere around 2020 with the outbreak of COVID-19, described as the "last nail in the coffin of globalisation”. The pandemic not only highlighted the multidimensional risks (health, economic, etc.) of our global interdependence, but also brought the entire economic system constructed since World War II to a grinding halt. The unprecedented disruption of the world’s industrial supply chains and soaring inflation that affected everybody was particularly hard for the low-income segments of society. The outbreak of war in Ukraine that followed undermined the food supply chain and raised energy prices even higher, resulting in a situation of stagflation (low economic growth and high inflation). 

The shock we are facing today promises to be far more disruptive than previous ones, as the current energy, food and supply chain crises take hold amidst an ongoing climate crisis. These intertwined crises will not be resolved without questioning our modes of consumption and production, and hence our lifestyles. Being responsible for more than two-thirds of global greenhouse gas (GHG) emissions through their consumption habits (mobility, heating, food, etc.), households are at the heart of climate issues. Academic research has largely demonstrated that citizen involvement and public policies designed to address behavioural change should be key elements of any effective climate policies. And that is where the Climate Campaigners project comes in.

The objective of this Policy Brief is to inform policymakers at all levels (European, national, regional, local) on the issues related to lifestyle changes in the context of the fight against global warming, and to encourage them to concentrate efforts and financial resources on 5 priority sectors. These sectors are identified as areas in which public authorities’ intervention is most needed (in order to remove the obstacles to sustainable ways of life) and would have the strongest impact in terms of carbon emissions mitigation.

Assessment of Pro-Climate Behavioural Change Research

This deliverable report summarises the findings of an interdisciplinary assessment of state-of-the-art pro- climate behavioural change research for the Climate Campaigners project. The conclusions and recommendations will inform the design, delivery and framing of lifestyle challenges and the Climate Campaigners mobile app which will be deployed across 16 cities in 15 countries to encourage over 100,000 urban residents to adopt more sustainable behaviours and lifestyles. This deliverable report consists of three discrete yet complementary reviews, each covering a specific perspective or body of knowledge.

- Perspective one examines key concepts and theories related to pro-environmental lifestyles and behaviours across relevant social science disciplines and fields. It assesses how sustainable lifestyles and behaviour change can be framed or understood, and identifies potential levers for encouraging change. As part of this review of disciplines, an interdisciplinary review of lifestyle apps was also conducted.
- Perspective two gathers insights from relevant academic studies, interventions, and reports across the identified disciplines along with non-academic studies and reports. Complementing perspective one, this review focused on eliciting practical guidance on pro-environmental behaviour change interventions.
- Perspective three offers insights from intentional communities and grassroots approaches to sustainable lifestyles, based on a review of over 50 reports, articles and documents. This review proposes six principles for effective interventions.

Through these perspectives, this report concludes with recommendations for the projects’ challenge and mobile app design and implementation. In addition to this primary objective, this report offers seeks to offer useful insights and best practices related on pro-environmental lifestyle and behaviour change through digital interfaces more generally.

In order to achieve the mail goal of mitigation pathways of the Paris Agreement it is necessary to consider both the production and the demand side, addressing also citizens to foster their sustainable behaviours. Current emission policies and related Nationally Determined Contributions (NDCs) are predominantly supply-side focused and target production entities but they do not adequately consider citizens’ perspectives and measures. It is therefore essential to develop more general guidelines that contemplate behavioural and lifestyle changes of consumers and citizens to reduce emissions in different sectors, such as transport, diet, housing, and other consumption. 

The present document “CAMPAIGNers Guidebook: incorporating lifestyle-related pathways and actions into NDCs and long-term strategies” aims to understand the potential consequences deriving from the inclusion of carbon-neutral lifestyle advices in NDCs and national climate strategies and to operationally implement practical examples to include behavioural aspects of the carbon-neutral lifestyle in the sectors investigated. This guidebook intends also to support policymakers and governments to reframe and redirect their national policies and inform society, which constitutes the final stakeholder of the implemented policies.

2024 marks the biggest election year in history, including the European Parliament elections, and represents a crucial moment in the global fight against climate change. While the European Green Deal and the Paris Agreement lay out the foundations for climate action, the role of local authorities, individuals and communities in achieving our climate goals cannot be underestimated. Lifestyle changes are pivotal in driving sustainable practices but remain largely ignored so far in our systems and policies.

The Conference will:
1. present a comprehensive overview of two years' worth of data and experiences from thousands of Europeans who have adopted climate-friendly lifestyles through the 'Climate Campaigners' smartphone app.
2. showcase quantitative, model-based insights into the potential impact of behavioural changes and lifestyle transformations – beyond just technological advancements – in meeting the goals of the Paris Agreement.
3. feature dynamic discussions on the level of contributions we can expect from citizens in addressing climate change, particularly when these efforts might affect their personal comfort or welfare.

Increasing the impact - through Amplifier Cities.

The ambition within our project is to spread our impact across Europe and beyond, to other cities wanting to lead the way in shifting minds, policies and consumption patterns - so called **Amplifier Cities**. Building on the work of the Lighthouse Cities, they represent a **broader coalition of local governments promoting the uptake of sustainable lifestyle challenges by their citizens** by: 

- **Enhancing the reach** of Climate Campaigners, 

- Benefiting from **state of the art research** into sustainable behavior change,

- **Exchanging knowledge** among peers implementing sustainable lifestyle challenges,

- Contributing to the **development of the largest app** dedicated to effective sustainable lifestyle challenges.

Amplifier Cities come in many sizes and represent a diverse range of regional, cultural, and demographic contexts. Local governments from any continent are welcome. This is a great opportunity to engage with citizens, and to drive change on the climate crisis in your region!

We’ll be reviewing applications continuously until 2023 and then start a regular program of monthly workshops and exchanges on topics of sustainable lifestyle challenges, using the app effectively, best practices between Lighthouse Cities (e.g.: Dublin, Grenoble, Lahti, Linz, Malmö, Milan, Skopelos, Vilnius) and Amplifier Cities, etc.

In November 2021, Bergamo approved their Climate Transition Strategy, in which they included actions currently being implemented for climate change mitigation and adaptation. Additionally, as part of the Circular City Advisory (CCA) programme, coordinated by Circular City Centre (C3), the European Investment Bank (EIB) and Circle Economy, Bergamo is getting dedicated, one-on-one support to cities looking to accelerate their transition towards a circular economy. As an Amplifier City, Bergamo will endeavour to integrate all the benefits offered by the Campaigners project into all our active environmental/ecological/climate programmes and plans.

Making sustainable lifestyles is not only the easiest option for citizens to choose, but also the default or 'norm' for societies in bringing human activity back within planetary boundaries. This policy brief provides 5 areas of investment to be prioritised by public authorities at local, regional, national and EU level, to help make sustainable lifestyles the norm. Systemic change by focusing on delivering services, products and infrastructure that support sustainable lifestyles, requires strategic investment. From mobility to food and housing, these 5 recommendations will help governments get their countries and their societies get on track to living in more harmony with nature.
